Ukraine and Serbia Presidents Meet in Belgrade Amid Regional Economic and Security Talks
Zelensky's first visit to Serbia since the war focuses on deepening economic cooperation and addressing security and energy concerns.
Ukrainian President Volodymyr Zelensky visited Belgrade for the first time since the onset of the war in Ukraine, meeting Serbian President Aleksandar Vučić for a dinner on the evening of August 7. This informal encounter preceded official talks scheduled for August 8 at the presidential palace, highlighting a renewed focus on bilateral relations amid regional tensions.
Economic and Security Cooperation in Focus
The discussions between Zelensky and Vučić are expected to center on expanding economic ties, strengthening cooperation in energy, and enhancing security collaboration. Both leaders acknowledged mutual interests that could serve as foundations for deeper engagement. Prior to the dinner, Zelensky mentioned that key topics include relations with the European Union and pressing security issues in the region.
"This visit will contribute to the further development of relations and strengthening cooperation in areas of mutual interest," Vučić stated on Instagram.
Serbia has maintained a unique position in Europe, being one of the few countries to avoid imposing sanctions on Russia after the invasion of Ukraine in 2022. This stance has kept Belgrade closely linked to Moscow, particularly in the energy sector, which remains critical to Serbia's economy. The European Union has repeatedly expressed concern that Serbia’s warm relations with Russia complicate its EU accession process.
President Vučić, who has been in power since 2017, met with Russian President Vladimir Putin on multiple occasions since the war began, including attending the 2025 Victory Day parade in Moscow. Meanwhile, Zelensky and Vučić have met three times since February 2022, including at summits in Kyiv region and Southeastern Europe.
The upcoming official talks and joint press conference on August 8 will also include Zelensky’s scheduled meeting with Serbian Prime Minister Đuro Mačut, indicating a broader intention to engage Serbia’s political leadership on economic and security matters.
