Ukraine Calls for Ban on Russian Military in UN Peacekeeping Amid Conflict Accountability Concerns

Ukraine has formally called for the prohibition of Russian military personnel from participating in United Nations peacekeeping and policing missions. This appeal follows the recent inclusion of Russia's armed forces on a UN list citing sexual violence linked to the conflict in Ukraine.

UN Security Council Session Highlights Ukraine’s Demands

During an emergency session of the UN Security Council held on June 8, Ukraine’s Permanent Representative to the UN, Andriy Melnyk, addressed the assembly with a direct call to remove Russian troops from all UN operations. Melnyk emphasized that armed forces implicated in sexual violence by the UN Secretary-General should not be allowed to serve under the UN flag.

“Armed forces recently included by the Secretary-General in the list for conflict-related sexual violence cannot and must not participate in any UN operations. Russian personnel should be barred from UN peacekeeping and policing missions,” Melnyk asserted.

Melnyk also criticized Russia’s UN ambassador Vasily Nebenzya, who characterized the UN’s annual report on Russian military sexual crimes as an attempt to discredit Russia. The report, published at the end of May, marked the first time the UN blacklisted Russia for documented cases of rape and other sexual offenses against prisoners of war and civilians during the conflict.

Going further, Melnyk suggested that if Russia refuses to acknowledge the decisions of the UN General Assembly and other UN bodies, it should consider withdrawing from the organization altogether. “Perhaps it is time to say goodbye and exit the UN,” he stated.

This call comes amid intensifying violence, including a recent large-scale Russian attack on Ukrainian cities on June 2, which resulted in at least 22 deaths and over 100 injuries across Kyiv, Dnipro, and surrounding regions.

The Ukrainian proposal to exclude Russian forces from peacekeeping roles reflects increasing concerns about accountability and conduct within UN missions worldwide.
